In a large pot over medium heat combine the 3/4 cup Karo® Syrup, 3/4 cup white sugar, and 1/4 cup butter. Bring to a boil, while constantly stirring. Then let it continue to boil for 2 minutes while continuing to stir.
Turn off the heat and stir in 1/2 teaspoon baking soda, 1/4 cup caramel, and 1/4 cup mini chocolate chips.
Toss the remaining 1/4 cup caramel and 1/4 cup mini chocolate chips along with the 1/4 cup of chopped pecans into an extra-large bowl with the popcorn.
Pour the chocolate caramel syrup over the popcorn and stir it until the popcorn is well coated.
Working quickly, form the mixture with your hands into popcorn balls and place on a baking sheet lined with wax paper.
Next, melt the melting chocolate chips according to their packaging instructions.
Place the 1/4 cup chopped pecans, 1/4 cup mini chocolate chips, and 1/4 cup caramel in a small bowl and set to the side.
Drizzle the melted chocolate on top of the Turtle Popcorn Balls and sprinkle the pecans, chocolate chips, and caramel on top.
